19 is the first scholarly, refereed web journal dedicated to advancing interdisciplinary study in the long nineteenth century. Based at Birkbeck College, under the general editorship of Professor Hilary Fraser (Geoffrey Tillotson Chair, Birkbeck College, University of London), 19 aims to extend the activities of the Centre for Nineteenth-Century Studies by making the high quality, original scholarship presented at its regular conferences, symposia and other events available to an international audience.

This project involves redevelopment of the journal's technological infrastructure, an infrastructure built using "Web 1.0" technologies including HTML, PDF and web-based image formats. Building upon detailed analysis of working practices, the project has identifed how the current technology environment hinders and supports the work of the researchers involved, and the realisation of the journal's larger mission. It has culminated in the re-development of the website to use the Public Knowledge Project's Open Journal Systems.
